highlight past federation members, update some out of date supporters

As suggested on zulip, preserves past federation members in a second list.

Also updates the 'support' page to move some no longer active support (Turing, Google, Curvenote, OVH) to the 'past support' section

Just noticed that OVH isn't in here anymore, but is on the mybinder.org page (see below). Should we remove them there, or add them back here?

In the long term, I think it might be more useful if we could just use mybinder.org as the source of truth, and these docs could link to it or something. Maybe if the federation members were more prominent on mybinder.org (e.g. a list of logos above-the-fold but at the bottom of the page or on the loading screen something) then we could just use that for reference and continue to use the notification bar at the top just for announcements?

@choldgraf agreed, I think it's a good idea to have current info on mybinder.org rather than here, and will be easier to keep up to date and accurate. And I do think OVH should come out of the banner for now, yes, unless that would adversely affect current efforts to bring it back online.
