@kenzieschmoll, I think this functions the same as your current PR. If you think this is correct - and I'm not missing anything - feel free to merge into your open PR (it'll merge into your PR - that won't automatically merge it into flutter/devtools master)
The 5 service manager tests do work locally for me.
