Migrate RPM to its own repository

In order to encourage more contributions and neating things up,
recommend we give the RPM it's own repository.

Agreed, this is a good change.

I do think the new repo should be named something more specific, though -- keylime-repo sounds very generic, as if it's encapsulating the entire Keylime project. Perhaps keylime-rpm would be better?
