adding dir.with-file + gpg key generation #101

Adding a convenience functions:

dir.with-file <file> <starting-path> will walk the path up to the top until it finds the .
gpg.my-keys prints all the existing GPG keys associated with your name (determined from git config user.name`)
gpg.key-for-github either generates a new key or offers a selection of the existing keys.
