Disabled Priority records still shown in UI - Filters

Description of problem

Disabled priority value is shown in filter dropdown.

Steps to Reproduce

1. Open https://kiwi.is.awesome/admin/management/priority/
2. Open one priority category
3. Un-check button "Is active"
4. Confirm change with click on Save button

a)
5. Open test plan
6. Click on Show filter options
7. Check values under Priority //Why isn't this also a dropdown as on test run page?

b)
5. Open test run
6. Click on Show filter options
7. Click on Priority dropdown

Actual results

Disabled values are shown in UI.

Expected results

Disabled values are not shown in UI.
