new linter: discover Python modules in directories without __init__.py #790

As this commit shows there can be Python modules in directories that are missing __init__.py:

This broke the PyPI tarball (xmlrpc/api/forms wasn't included) and subsequently the docker image and we don't have a good way to discover these. A Pylint plugin will be relatively easy to implement.

also renames the module b/c there's another checker which will
