In this PR, panorama video is recorded with 1.0 fps.

マージしてしまったのですが、dual_fisheye_to_panoramaのCPU使用率が350%程度、video_audio_recorderのCPU使用率が200%程度となってしまい、move_baseがカクついてしまうことを確認しました。

以下の対策を考えています。上から順に試してみます。

dual_fisheye_to_panoramaに入力する360度画像のhzを下げる（今は30hz）
そもそもメールに添付するのは360度カメラの生画像にする。
dual_fisheye_to_panoramaそのもののCPU使用率を改善する
