CRM version : V1.1.3

Steps To reproduce--

1. log in as Admin/User.
2. Create a new user
3. Give permission to create the tag.
4. login with the new user.
5. Try to create the tags.

Actual result: There is no option to create tags if the user has permission to create a tag. Please Find the blew screenshot.

Expected result: There should be an option to create tags if the user has permission to create a tag.
