Bump k8s-openapi to 0.18.0

Did not make it for 0.81 so guess 0.82 becomes an update release.

Minor change to Events struct that needed a tweak in the event recorder, nothing user facing.

Windows test is crashy on openssl-sys.

Reduced this to k8s-openapi only. Tests are fine (just windows openssl having a rough one).

Sending this through for a quick 0.82 release as being out of sync with k8s-openapi usually results in user confusion.
