An important scheme of Sedna but in its draft stage. Need polish and review when merged to main branch. At present, it is fine for a dev branch. lgtm. |

This PR adds a new lifelong learning example of semantic segmentation. Most importantly, the sedna lib directory fits unstructured data based on the new example.
