This PR adds a new lifelong learning example of semantic segmentation. Most importantly, the sedna lib directory fits unstructured data based on the new example.

An important scheme of Sedna but in its draft stage. Need polish and review when merged to main branch. At present, it is fine for a dev branch. lgtm.
