What type of PR is this?

/kind feature

What this PR does / why we need it:
We should try to move and keep up with upstream ansible. Newer versions mandate the use of fully qualified module names and we would need our code to run with ansible 2.10 to start on this migration.

Which issue(s) this PR fixes:

Fixes #7671 #7689

Does this PR introduce a user-facing change?:

Ansible: move to use ansible 3.x by default. Users need to uninstall ansible 2.9 to be able to install on top ansible 3.x which was split between ansible-base and ansible-collections.

Hi @cristicalin. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.
