Add quote function in template

What this PR does / why we need it: Expose a new function in the template to quote a string in double quotes and make sure that input with a double quote inside the input string will not break the template.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
