Add exec-opts options to dockerconfig

Add exec options so it is possible to support native.cgroupdriver=systemd as recommended in k8s production documentation [0].

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
