Cache the image digests for CSV generation

Cash the image digests to a new git tracked file hack/digests. make build-manifest will re create the file only if the hack/config file was modified. The hack/build-manifest.sh script reads the digests from the new hack/digests file instead of quering the remote registries for image digests.
