GHA: Improve Windows builds: MinGW/GCC with LTO, D3D12, ANGLE #252

This PR improves our GHA workflow to produce better builds for Windows:

Use docker container with MinGW/GCC toolchain and lto=full
- For build container, we're using a fork of https://github.com/godotengine/build-containers
Compile with support for Direct3D 12 (with static Mesa libs)
Compile with static ANGLE support

Also, this PR disables SCons cache for release builds for all targets and platforms.
