We now have a graphical configuration menu available at <ip>:8060/config!

Users can provide their own endpoint to bind the ASP.NET listener and the SSDP listener to rather than hoping the OS picks the right one. Just provide an IPv4 address as the first cmdline arg.

v0.2.1 is a quick hotfix that ensures XML ampersands (&) are properly converted when loading Rules. This was causing issues with crashes on startup.

v0.2.2 is another small modification that does not allow the SSDP manager to bind to local loopback addresses by default.
