Hmm, I tend to lean against adding unsafe bits to .dir-locals.el (i.e. so you end up being prompted on open), but what's the context here, perhaps for emacs repl use?

This is brittle. Setenv is global to the whole emacs process. Please post an example workflow or two.

A shell script (or emacs command) for starting guile with the right envars would probably be more reliable.
