Description

The jitter_regwen CSR must control writeability of jitter_enable. This is done automatically by the CSR generation if the right annotation is made in the IP's hjson file. There was a missing annotation for jitter_regwen.

No need to cherry-pick this for earlgrey_1.0.0 since a comprehensive fix was already made there.
