Add updated links to schemas in the repository. Add some missing external links. Improve the grammar and wording of the text.
The top-level README should have all the required information.

This moves the YAML schema files from the top-level
ymldirectory into the Python source tree underpython/lsst/sdm_schemas/schemasin order to support access via resource paths for both the pip and EUPS build systems.The
ymldirectory is turned into a link to the new directory for backward compatibility.I also updated the project README, adding some missing schemas, updating links, etc.
Switched to using
psycopg2-binaryinstead ofpsycopg2. (The Postgres development header package is sometimes missing and users can't typically install it easily on a shared system without root access.)
