Add a system-level admin role.

When the app is first installed, add a way to create the first admin account. This should be done in a way that only the installer of the app can create the admin account. Preferably using a config file to set the username of the admin account and that account gains admin privileges when it's created.

This is the only role at the system level (Either admin or not admin). All other roles and permissions are at the course level. Admins can change the permissions that non-admins have at the system level (eg. permission to create courses). In a course, admin should have full access to everything
