Always use Drag Image Polyfill for IE9 drags #5

IE 9 does not display a drag image when dragging an HTML element. With the drag image polyfill we could manually display an element and move it with the mouse. This should be the default for IE9.

Now available in version 0.2.1.

Unfortunately, only allows the mouse to be over the dragged element if it is an image. See #4 for more details.
