Upgrade Node.js and dependent packages

Warning

This update has included major version update to Marp Core and Marp CLI. This update will become a new major version v3.

Notable changes

• Bump development Node.js LTS from v18 to v22.
• VS Code v1.86 and later is now required to use the extension. (Released at Jan 2024)
• Tests against Node.js version that are covered the supported VS Code versions.
• Upgraded Marp Core to v4.0.1.
• Upgraded Marp CLI to v4.0.4.
• Fix blocked test CI by resolving security issue on depending packages.

Catch up (in another pull request(s))

• ESLint is currently still using the legacy config through ESLINT_USE_FLAT_CONFIG=false. We should update it as soon as possible.
• Marp CLI v4 has introduced Firefox support and the browser options. Marp for VS Code also should support to specify the Firefox/Chromium browser correctly.
