The search in manage/users now orders by ammount of matches before name.
Added spec to test that the manager will get the users ordered by amount of search matches.
Now if there is no search terms users are ordered by name.
If there are search terms they are ordered by amount of matches and users with the same amount of matches are then ordered by name.
Resolves #890
