Remove page for api.PresentationAvailability.onchange

This PR removes the page for the onchange event handler of the PresentationAvailability API. The page is a stub, and does not provide enough information to create a new page conforming to the new events structure. I figured it would be better to delete the page and leave the creation of a new page to someone who knows more about the event and interface.
