docs(v1.x): use correct branch name

• Fix docusaurus configuration to change branch name
• Update branch name in contribution guidelines where necessary
• Change documentation actions to be based on v1.x branch and to open PRs to v1.x branch
• Fix announcement and freshness check scripts to fetch files from v1.x branch
