Activate NTS and PTB for redundancy

NTS Support came to chrony with version 4, but ubuntu:20.04 and debian:10 install chrony v3.x so this will not work. |

You are right! Chrony 4 is available in buster-backports and will be available in ubuntu:21.04. Let's wait for 21.04. |
