Handle Terraform items aren't in the current TF state for existing AzureTRE deployments #1248

Related to #1237 #1247 #1201

Describe the solution you'd like
The ability to pull from the latest AzureTRE main branch and update an existing AzureTRE environment with the latest changes without the deployment failing.

Within an existing (deployed) AzureTRE environment, we need the ability to handle Terraform items that aren't in the current TF state reliably.

Part addressed by use of moved blocks: #1234

However, need to also handle when TF state gets out of sync. See See https://github.com/microsoft/AzureTRE/blob/marrobi/import_tf_resources/templates/core/terraform/import.sh .
