Describe the bug
When a new version of a Terraform provider (not azurerm) is released some bundles break with an error like the following:

Error: Failed to query available provider packages
Could not retrieve the list of available versions for provider
hashicorp/random: the previously-selected version 3.4.2 is no longer available
