[bump] tinylicious: 0.4.0 => 0.5.0 (minor) (#13566)

Bumped tinylicious from 0.4.0 to 0.5.0 and updates it to use a more
typical versioning format. That is, the build number will no longer be
included in released builds. Tinylicious will now use the same version
format that the common packages use.

Also bumps the server dependencies to the latest release.

Commands used:

flub bump tinylicious -t minor --scheme semver --no-install
```
