(build): Bump lerna to v5 in azure and build-tools release groups #12380

Lerna was already upgraded for the client release group, but not elsewhere. This updates the version in azure and build-tools. I would have updated the server packages, but r11s and historian have native dependencies that make this upgrade more challenging (covered elsewhere).

This change brings two primary benefits:

  1. It helps unblock some other security-related dependency updates. Dependabot can do a lot of the heavy lifting once the major blocking deps are updated.
  2. It (partially) unifies the version of lerna used across the repo.
