Tool for changing text capitalization

Description of the new feature / enhancement

Hey!

I'd love to have a simple tool built into PowerToys with which I could change the capitalization of the currently selected text anywhere via Windows-wide shortcuts between:

• UPPERCASE
• lowercase
• Title Case
• etc.

With the possibility for some extra custom functionality of removing white spaces and whatnot even utilizing pattern matching for true power users.

Scenario when this would be used?

It'd be really useful to be able to assign global shortcuts for these usably in any scenario, in any application (apart from document editors which may support it built-in.
Also, the power user upscaled version of this with pattern matching support could empower a lot of apps which have no such support. Though, I'd be very happy if we get to change the capitalization for a start.

I know there are other third party tools for this (so are there for other currently supported utilities) but PowerToys already has a lot I use so there wouldn't be a need for keeping a million third party utilities.
