Summary of the new feature/enhancement

Before the user installs PowerToys using the installer, warn the user that explorer.exe is about to restarted. If the user has some important folders opened, they will then know they will be closed.

Proposed technical implementation details (optional)

Add the warning as a string in the installer-gui.

thank you for your feedback. We are planning to find alternative ways to avoid killing explorer.
