Adding shortcut win+tab => alt+tab doesn't give task switcher all the functionality it has with alt+tab

Environment

Windows build number: [run "ver" at a command prompt]  10.0.19613.1005
PowerToys version: v0.18.0
PowerToy module for which you are reporting the bug (if applicable): Keyboard Manager

Steps to reproduce

1. Create keyboard shortcut mapping from Win (Left) Tab to Alt (Left) Tab
2. Hit the new key combo (win+tab) created in (1)

Expected behavior

After this key combination is created, when you hit Win+Tab and then release the Tab, the task switcher should stay up.

This would be complementary to #493. I'd love for a long hold of the win key to keep up the task switcher window, and a quick win+tab to switch to the next window immediately.

I'm essentially trying to match the mac behavior here

Actual behavior

When you finish (2), the task switcher comes up, but it doesn't stay up if you release Tab. If you do hole down win+tab, the task switcher cycles quickly between all the windows
