PT Run does not find mmc

Environment

Windows build number: Microsoft Windows [Version 10.0.18363.836]
PowerToys version: 0.18.1
PowerToy module for which you are reporting the bug (if applicable): Run

Steps to reproduce

ALT-TAB and type "mmc" or "mmc.exe"

Expected behavior

First result should be mmc.exe

Interestingly searching for mmc.exe in Windows Search appears as a command and not an application for me.

To execute run commands using PowerToys run, we need to add a prefix > which invokes the shell plugin. Therefore to search for mmc using PT run, we need to type in > mmc. When we don't type in the Action Keyword, that is > it only searches for files/folders and applications (which does not include run command apps in the start menu).
