Environment

Windows build number: Microsoft Windows [Version 10.0.18363.900]
PowerToys version: v0.19.0
PowerToy module for which you are reporting the bug (if applicable): PowerToys Run

Steps to reproduce

Inconstant behavior, periodically starts and stops with no clear trigger.

Expected behavior

PTR prompt appears when its key command is typed, currently the default Alt + Space.

Actual behavior

Every so often PTR will trigger on any press of the space bar; as if Alt was already being held down.

Workaround

Killing and restarting PT resolves the issue for a period of time.

Misc Notes

Prompt triggers on both external and built in laptop keyboards when issue is active.

changing the shortcut from ALT+spacebar to anything else will help as well. realy annoying

tracking in #4578. looks like the new shift to low level hooks may have caused a underlying quirk.

This and #4666 are probably duplicates; as I state in that thread, PowerToys caches win/alt/ctrl/shift key states and it is pretty easy to desync it by holding one of those while locking the PC (eg when pressing Win+L it will always happen).
