feat: make fast-element a peer dependencies of the web-components package #31772

Previous Behavior

The @microsoft/fast-element package was a hard dependency of the package.

New Behavior

The package is now a peer dependency. For most all modern package managers, peer dependencies should be installed automatically if they are missing or not defined.
