There are important files that Microsoft projects should all have that are not present in this repository. A pull request has been opened to add the missing file(s). When the pr is merged this issue will be closed automatically.

comprehensive review guidelines (microsoft#123)

Update the dependencies in the action.yml file to the latest versions
specified in the requirements.txt of the gpt-review repository. This
ensures compatibility and resolves any potential issues that may arise
from using outdated dependencies.

Additionally, the update also enhances the review guidelines by
providing expert developers with clear instructions on how to review
pull requests effectively. The guidelines now emphasize focusing on
potential bugs, readability improvements, code cleanliness, and
performance optimization. It also advises to flag any API keys or
secrets found in the code. The guidelines are now more detailed,
providing example code snippets for suggested changes and prioritizing
changes using an ordered list.

These changes aim to improve the review process and help reviewers
provide more valuable and actionable feedback to pull request authors.
