Papayne/form filler skill WIP (#215)

I've been a very bad developer and did too much code at once. I'm trying to get back into a good spot and push these necessary changes (chat driver, openai client library, etc) along with my WIP on the skills library. Everything outside of the skills library and skill assistant should be good to go. Everything inside is broken, but expectedly so for this next sprint.
