Describe the pull request

  • What does your PR fix?
    Fixes building of libvorbis ([libvorbis:x64-mingw-static] build failure #14020) and possibly other libraries which require libm on mingw triplets

  • Which triplets are supported/not supported? Have you updated the CI baseline?
    Tested on x86-mingw-static, x64-mingw-static, x86-mingw-dynamic, x64-mingw-dynamic

  • Does your PR follow the maintainer guide?
