Remove the unnecessary EnvFileTelemetry namespace

We don't need to wrap the content of envFileTelemetry.ts in a namespace since it's already in a module.

From the TypeScript Deep Dive:

For most projects we recommend using external modules and using namespace for quick demos and porting old JavaScript code.
