Create design guidelines for extension authors

We've received a lot of requests from extension authors about needing design guidelines for best practices and recommendations. This could cover a wide range of areas like: activity bar, sidebar, custom views, status bar, webviews, etc. Below is a list of a few design guidelines that we can model this after:

• GitHub Primer
• Adobe Spectrum
• Salesforce Lightning
• Atlassian

Some ideas off the top of my head:

• Avoid colors in status bar as you can't guarantee contrast Why is the starting powershell status bar item yellow? PowerShell/vscode-powershell#2436 (comment)
• What goes on the left of the status bar, what goes on the right?
• Notification etiquette/respecting the user's focus
