Better focus by allowing panel to dock at the top

Bad (Need to focus on 2 different parts of the screen, i.e. unnecessary head/eye movements)

Good (Only need to focus on 1 area of the screen)

1. If and when we need the console/panel, the area of concern is usually at the bottom of the panel, e.g. typing our commands or the results of a command we just ran
2. It also means that this area will always be at the bottom-most of our screen, no matter if it was docked left/right/bottom
3. I find myself having to bend my neck more than necessary when switching between looking at the console and code (usually on the top half of my screen), that is about 6 inches of travel one way
4. To illustrate, the red boxes indicate my usual areas of most interest/focus
5. If the panel can dock at the top, all we need to do is focus on the center of the screen
6. I have been using this layout for the longest time to good effect on Visual Studio, hope this can be available on VSCode too

Please allow the panel to dock at the top. Thank you.
