When terminal.integrated.inheritEnv is false on macOS, the env should be fetched via a native node module #76052

The current solution should work in most cases but it's not perfect, AFAICT it's impossible to get the root environment using JS APIs or CLIs outside of something like psutil from Python which we can't have a dependency on.
