I had the same error today, also trying to install the WSL package using winget. Imagine my surprise to find that someone had reported the exact problem I am having, just 3 days before.

Hopefully, that means this is a new problem that might also be short term? Does anyone know whether this is a new or a long standing issue?

At this time, that problem is no longer occurring for me. Of course, now, I'm getting

Failed to install or upgrade Microsoft Store package. Error code: 0x80240066

I don't know whether that means that I got past the original problem or that this problem is now masking the original problem.

This new problem (0x80240066 error) is probably out of scope for winget but maybe someone knows what might be the problem now? I already tried resetting the Windows Store app, and that didn't help.

Back to the original problem again today, and since I now know how to get the log for an installation attempt:
