Thanks for asking. Grouping across scenarios, target, horizon, age group is correct.
For location, each state is run separately, but to get national, they are summed by trajectory id (US traj #1 is the sum of traj #1 from all states). So, I went ahead and included location in the run_grouping. Let me know if that is the right interpretation (and if not, how best to reflect our setting).

Thanks for the submission, I just wanted to verify that I understand the sample ID information correctly, so the submission contains 100 samples with:
* Run_grouping: group by scenario, location, target, horizon, age group
* Stochastic_run: all 1 (No stochasticity)
Is that correct?
