This PR moves
exprAsDecltomlang/ast.mcinstead of having it inmexpr/json-debug.mc, since I've had more use for it in other places and it seems generally useful enough to place prominently. Also addsdeclAsExprwhich reverses the operation. As mentioned in the code itself, these helpers are essentially temporary until #826 is implemented, at which point both are trivial.
