Currently, the README.md in {{cookiecutter.project_name}} is a basically a copy of the README.md in the cookiecutter repo. We need to change this to better reflect the README.md we want in the finished repo. Some good resources for filling this out are the ClinVar Ingest and the ClinGen Ingest.

We may also want to consider bring the other modular ingests more into alignment with what is in each of these README.md files.
