Describe the bug

Docs fail to build on GH Actions due to:

ERROR   -  Config value 'plugins': The "mermaid2" plugin is not installed

Still not working - I think in https://github.com/monarch-initiative/phenio/actions/runs/9767638617/job/26963346692 the deploy step is still using a different env. Will try something different
