fix: fix datehelper parse date #2333

Fix parse DateTime in DateHelper.
It allows to use parseDateTime with a compact format like '20190123T080337Z'.

The timezone parameter is not used in any code in Monica.
It's now used to set the timezone of the parsed datetime, but the return value always return an UTC one.
