v1.3.1 - Fix for Minecraft 1.11 and onwards

Previous RPCMC versions are incompatible with Minecraft 1.11 and onwards due to updated pack_format
introduced with Minecraft 1.11. This issue has been fixed with RPCMC update 1.3.1.
